This proposed Constitutional Amendment requires that over a ten-year period, Congress must review all existing laws, and federal agencies must review all existing regulations under their prevue and if they remain valid and relevant they shall be rewritten in common, easy to understand English. Should a law or regulation no longer be relevant or valid, it shall be declared null and void by Congress or the federal Agency. Should Congress or the Agency fail to address the law or regulation in the ten-year period, it shall be declaired null and void.  

#9 - PROPOSED AMENDMENT to the US CONSTITUTION on EXISTING LAWS and REGULATIONS

Section 1. All federal laws and regulations in force at the time of ratification of this Amendment shall be declared null and void in ten years unless they are reviewed by Congress or the authorizing Agency to determine if they remain valid and relevant.

Section 2. Following the review by Congress, if a law is determined to remain valid and relevant, it shall be rewritten in common easy-to-understand English without changing the meaning or intent, and published in the Federal Record for at least 90 days before being voted upon by Congress. The renewed legislation shall be in effect upon the President’s signature.

Section 3. Following the review, if a regulation is determined to remain valid and relevant, it shall be rewritten by the Federal Department or Agency in common easy-to-understand English without changing the meaning or intent, published and will go into effect if the Congress does not vote to reject the renewed regulation within 90 days.

Section 4. Following the review, if a law or regulation is determined to no longer valid or relevant, it shall be declared null and void by Congress or the authorizing Federal Department or Agency.

Section 5. This article shall be inoperative unless it shall have been ratified as an Amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission according to Article V of the United States Constitution.
