This third proposed Constitutional Amendment will force Congress to craft legislation that has a single focus and not include a host o unrelated items within a massive bill. It also requires them to use common easy to understand English language when crafting legislation and giving members of Congress and the general public at least 72 hours to read and review the proposals before holding a vote.
#3 - PROPOSED AMENDMENT to the US CONSTITUTION on LEGLISLATIVE FOCUS
Section 1. Legislation considered by the House of Representatives and the Senate shall be of a singular focus. Items unrelated to the primary goal of the legislation shall be considered in separate legislative proposals.
Section 2. All proposed legislation shall be written in common, easy-to-read and understand English.
Section 3. All legislative proposals shall be made available to all members of Congress and the public at least 72 hours before a final vote is taken within the House of Representatives or Senate.
Section 4. The House of Representatives and the Senate shall each appoint a Parliamentarian who will ensure that all sections of this amendment and other House and Senate rules are followed appropriately. The Parliamentarian shall have the authority to hold up further action on the legislative process until all concerns are addressed and resolved.
Section 5. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission according to Article V of the United States Constitution.
