This proposed Constitutional Amendment addresses birthright citizenship issue as well as the situations where pregnant woman are traveling to the United States for the specific purpose of giving birth in the US and thus granting US citizenship on their child.
#15 - PROPOSED CONSTITUTIONAL AMENDMENT on UNITED STATES CITIZENSHIP
Section 1. United States citizenship shall be provided to foreign-born immigrants who have first come to the United States legally, have not been convicted of committing a crime, and have met all the legal and financial requirements prescribed by the federal government.
Section 2. Children born in the United States of parents who are non-citizens shall be deemed a citizen of the country of the mother and not a US citizen.
Section 3. This article shall be inoperative unless it shall have been ratified as an Amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission according to Article V of the United States Constitution.
