This second proposed Constitutional Amendment will reorganize Congressional committees to include three distant types, those that focus on oversite of federal departments and agencies, those that manage the budget and appropriations process and those defined as "regular order' committees that consider new legislation once an issue has been deemed a national priority by Congress.  

#2 - PROPOSED AMENDMENT to the US CONSTITUTION on CONGRESSIONAL COMMITTEES

Section 1. The House of Representatives and Senate shall establish three types of committees to conduct legislative business.

Section 2. Oversight Committees shall be established to provide broad oversight of each federal Department and Agency within the Executive Branch.

Section 3. Appropriation Committees shall be established to define the authorization for and spending limits of each Federal Department and Agency. The annual Appropriations process shall be to reauthorize spending for existing federal programs and not to implement new programs.

Section 4. Regular Order Committees shall be formed on an ad hoc basis when either House approves a Resolution of Inquire to study an issue or problem of national importance. If warranted that committee shall define legislation to address the situation which then would be considered by the House or Senate.

Section 5. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission according to Article V of the United States Constitution.
