This twelfth proposed Constitutional Amendment will improve the integrity of federal elections by creating a uniformed set of procedures to be used to ensure that only citizens are engaged in the election process and that the potential for disputed elections are dramatically reduced.
#12 - PROPOSED AMENDMENT to the US CONSTITUTION on ELECTION INTEGRITY
Section 1. Only United States citizens 18 years of age or older are permitted to vote in federal, state, and local elections.
Section 2. Citizens shall only register to vote at the polling location associated with their primary home address and provide a government-issued picture identification card at the time of registration. Registration must take place at least 30 days prior to an election.
Section 3. Citizens who cannot make it to the polling location on election day may request an absentee ballot in writing along with a copy of their government issued picture identification card. Absentee ballots must be received by election officials by the Saturday prior to election day to be counted.
Section 4. Neither election officials, political parties, or other individuals or groups shall automatically send out applications for absentee ballots to registered voters.
Section 5. Presentation of a government-issued picture identification card is required at the polling location on election day.
Section 6. Temporary voting locations may be set up for several hours at Nursing and Personal Care Homes within one week of an election if an election official is accompanied by witnesses representing all major political parties.
Section 7. Ballot Harvesting and Voting by Mail shall not be permitted except for as defined in Section 3 of this Amendment.
Section 8. All counties shall fully review and clean their voter rolls at least every five years, removing any individual who has moved from the address on file, passed away, or is no longer permitted to vote for another reason.
Section 9. Congress has the authority to pass legislation to set fines and punishment for election interference upon the President’s signature.
Section 10. This article shall be inoperative unless it shall have been ratified as an Amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission according to Article V of the United States Constitution.
