This first fourteenth proposed Constitutional Amendment sets out a proscribed method for all individuals running for federal office to follow regarding the information provided to the general public, the method of handling campaign finances and requirement to engage in public debates prior to the primary and general elections. The powers of the Federal Election Commission will be expanded to support these efforts.  

#14 - PROPOSED AMENDMENT to the US CONSTITUTION on the ELECTION PROCEDURE

Section 1. All individuals running for federal political office shall establish an informational and a financial account with the Federal Election Commission.

Section 2. The candidates informational account shall include the following factual information:

  • Copy of the individual’s birth certificate;
  • Copy of all post high school transcripts;
  • Copy of a resume listing all jobs the individual has had over the years;
  • A detailed summary of the past three years federal income tax returns;
  • A link to the candidate’s campaign website.

Section 3. If the candidate is running for reelection, they shall also include in the informational account a link to the Senate or House of Representatives website listing all votes taken by that member of Congress.

Section 4. The candidate’s financial account shall include:

  • All campaign contribution deposits with verification that the funds came from an individual within the state or Congressional District;
  • All expenditures;
  • Current balance of funds remaining;
  • A direct link from the candidate’s informational account to their financial account.

Section 5. All candidates shall participate in at least two 90-minute debates with all other candidates prior to the primary election and at least two 90-minute debates with all other candidates prior to the general election. Video tapes of all debates shall be posted on the FEC’s website for the public to view with a direct link from the candidate’s FEC informational account.

Section 6. Ninety days following the general election, any remaining funds in the candidate’s financial account shall be automatically credited back to all campaign contributors via ACH transfer on a pro rata basis.

Section 7. This article shall be inoperative unless it shall have been ratified as an Amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission according to Article V of the United States Constitution.
