This eighth proposed Constitutional Amendment provides Congress with a level of oversight of federal regulations by agencies if the agencies prorogate regulations that are beyond Congressional intent of the authorizing legislation.
#8 - PROPOSED AMENDMENT to the US CONSTITUTION on REGULATORY FOCUS
Section 1. All regulations proposed by Federal Departments and Agencies shall be written in common, easy to read and understand English and published ninety days prior to being put into effect.
Section 2. Congress has ninety days to reject a regulation proposed by Federal Departments and Agencies by a majority vote in both Houses of Congress.
Section 3. This article shall be inoperative unless it shall have been ratified as an Amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission according to Article V of the United States Constitution.
