This final proposed Constitutional Amendment may be the most controversial of all, however, if the abortion debate is removed from the political sphere and dealt with as a moral issue, it's clear that society has an obligation to protect the life and liberty of an unborn child, once there is a certainty that a living child is in the womb.
Should this or any other potential Constitutional Amendment not be presented to and ratified by the states, then it shall be dealt with on a state-by-state basis, and that's okay too.
#16 - PROPOSED AMENDMENT to the US CONSTITUTION on the RIGHT to LIFE
Section 1. Chemical or medical means to end a pregnancy shall not be used once the heartbeat of a child is detected.
Section 2. This article shall be inoperative unless it shall have been ratified as an Amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission according to Article V of the United States Constitution.
